Polish Sejm Approves Legislation to Ratify the EU–Vietnam Investment Protection Agreement (EVIPA)
According to the Ministry of Foreign Affairs, on 17⁄10⁄2025, the Polish Sejm (Lower House of Parliament) voted to approve the bill submitted by the Polish government to ratify the EU–Vietnam Investment Protection Agreement (EVIPA), with 422⁄422 votes in favor.
Earlier, during the first discussion session on 09/10/2025, the Foreign Affairs Committee and the EU Affairs Committee unanimously supported the bill. After approval by the Sejm, the EVIPA is expected to be passed by the Senate by the end of October and then submitted to Polish President Karol Nawrocki for signature and promulgation, making Poland the 19th out of 27 EU member states to ratify EVIPA.
The unanimous support in the Sejm reflects the consensus across all political parties in Poland to strengthen cooperation with Vietnam, a key partner in Southeast Asia. This also implements the high-level agreement reached during Vietnamese Prime Minister Phạm Minh Chính’s official visit to Poland in January 2025, in which Poland committed to completing the EVIPA ratification process within 2025.
Ratification of EVIPA holds significant importance for the traditional friendship between Vietnam and Poland, coinciding with the 75th anniversary of diplomatic relations (1950–2025). It is expected to elevate bilateral relations to a new level, providing momentum for expanded cooperation across multiple sectors, especially economy, trade, and investment.
Over the past five years, particularly since the EU–Vietnam Free Trade Agreement (EVFTA) came into effect, Vietnam–Poland trade has grown at an average rate of nearly 40% per year. This has made Poland Vietnam’s most important trading partner in Central and Eastern Europe, while Vietnam is Poland’s third-largest partner in Southeast Asia. In 2024, bilateral trade reached USD 3.4 billion, up 23% from 2023, with Vietnamese exports to Poland exceeding USD 3 billion and imports from Poland close to USD 400 million. In the first seven months of 2025, bilateral trade surpassed USD 2.2 billion, up 14.2% compared to the same period in 2024. Vietnamese exports to Poland totaled over USD 1.9 billion, with strong growth in sectors such as coffee, textiles, wood products, and footwear.
The combined implementation of EVFTA and Poland’s ratification of EVIPA is expected to create new momentum for economic, trade, and investment cooperation between the two countries in the coming years.
