Prime Minister Meets with Overseas Vietnamese Experts: Ready to Contribute to Helping the Nation Master Strategic Technologies
On the afternoon of June 10, at the Vietnam Cultural Center in Paris, France, Prime Minister Phạm Minh Chính held a meeting and working session with representatives of overseas Vietnamese experts and intellectuals in the country.
Attending the meeting were leaders of ministries and sectors who are members of the working delegation, along with overseas Vietnamese experts and intellectuals currently working at leading French corporations and research institutions such as:
Mr. Bùi Nguyễn Hoàng, expert in management, design, and construction of nuclear power plants at Électricité de France (EDF);
Prof. Trần Quốc Tuấn, Research Director at the French Alternative Energies and Atomic Energy Commission (CEA);
Prof. Nguyễn Văn Tâm, Acting Dean of the Faculty of Computer Science, Data and Artificial Intelligence, Paris Polytechnic Institute;
Dr. Lương Quang Giáp, Chief Chip Design Engineer at Thales Group;
Dr. Trần Ngọc Thanh, expert at the French National Railway Company (SNCF)…
The experts shared information, comments, and proposals on many important matters related to the development and application of science and technology, especially in the fields of nuclear energy, semiconductors, artificial intelligence, and high-speed rail.
Among them, Mr. Bùi Nguyễn Hoàng—who is also Chairman of the VietNuc Network of Overseas Vietnamese Nuclear Energy Experts—said that VietNuc currently gathers nearly 100 scientists and specialists working at leading European corporations and research institutes in the field of nuclear energy. Many have directly participated in the design and construction of nuclear power plants worldwide.

Mr. Bùi Nguyễn Hoàng, Chairman of VietNuc, said that the network currently gathers nearly 100 scientists and experts.
VietNuc is ready to mobilize the intelligence, experience, and support of overseas Vietnamese experts for Vietnam’s nuclear energy program through activities such as promoting nuclear safety culture, advancing nuclear technology by encouraging international cooperation in advanced technology transfer, connecting laboratory support facilities, developing high-quality human resources, providing expert consultations, and participating in activities with relevant state agencies…
Prof. Nguyễn Văn Tâm, currently Acting Dean of the Faculty of Computer Science, Data and Artificial Intelligence at the Paris Polytechnic Institute – France’s leading technology university.
Responding to the Prime Minister’s request, the Professor said he is ready to participate in developing and implementing a training program for artificial intelligence specialists, beginning with a project to train 100 experts.

Prof. Nguyễn Văn Tâm highlights his vision for combining Western scientific and technological foundations with Eastern wisdom in the future development of artificial intelligence.
He also outlined his aspirations for integrating Western science and technology with Eastern intellectual traditions in the future development of artificial intelligence.
Minister of Science and Technology Nguyễn Mạnh Hùng stated that the government will ensure the allocation of at least 3% of the budget for science and technology, with 40–50% dedicated to 11 strategic technology fields, including the areas discussed by the experts.
Therefore, the Minister hopes for several collaborative approaches with the experts to support the country: returning to Vietnam to become leading experts in their fields; remaining in France while supporting Vietnam remotely; and providing strategic advisory roles.

Cannot Be Independent Without Being Technologically Self-Reliant
Speaking at the meeting, Prime Minister Phạm Minh Chính expressed deep appreciation and gratitude to the experts for sharing insights on strategic and core technologies and for demonstrating their enthusiasm and readiness to contribute to the nation. He also instructed the Minister of Science and Technology to urgently submit the list of strategic technologies.
The Prime Minister stressed that Vietnam is determined to build an independent, self-reliant economy closely linked to proactive, active, extensive, substantive, and effective international integration. In this process, the country cannot achieve true independence and self-reliance without technological autonomy.
Furthermore, achieving double-digit economic growth in the coming years requires breakthroughs in science and technology, innovation, and digital transformation, pursued through the most effective and shortest possible roadmap.
Therefore, Vietnam is transitioning in its approach to major projects, moving from EPC models (where partners design, supply technological equipment, and construct works) to models centered on technology transfer, research, development, and technological mastery.

The Prime Minister emphasized that Vietnam is determined to build an independent and self-reliant economy closely tied to proactive and effective international integration, and this requires technological autonomy.
In a short meeting, not all issues can be resolved, the Prime Minister noted, but he asked the experts to continue contributing opinions and assessments on key matters in strategic technology fields: learning from international experiences to build and institutional frameworks that ensure openness and transform institutions into competitive advantages; developing standards and technical regulations; selecting appropriate technologies; developing optimal infrastructure with minimal investment but maximum efficiency, addressing both immediate and long-term needs; and building an ecosystem for high-quality human resource development.
The Prime Minister requested the experts to propose, participate in, and help implement specific projects and programs that will serve as "initial steps" for launching the country’s major projects and mastering technology in high-speed rail, nuclear energy, semiconductor chips, artificial intelligence… similar to the AI specialist training project proposed by Prof. Nguyễn Văn Tâm.
Emphasizing that these are initiatives that “we must do, are currently doing, and must succeed in”, the Prime Minister said he would commission specific projects with experts and enterprises, in cooperation with international partners.
“As for the budget, whatever you contribute to the country is deeply appreciated; the rest will be funded,” the Prime Minister affirmed./.
