New Policies Open the Way for Overseas Vietnamese Communities to Shine

During the G20 Summit and bilateral activities in South Africa, on the afternoon of November 21, local time, in Pretoria, Politburo Member and Prime Minister Phạm Minh Chính, together with his wife Lê Thị Bích Trân and the high-level Vietnamese delegation, met with the staff of the Vietnamese Embassy and the Vietnamese community in South Africa.

Strengthening Bilateral Relations

According to VNA, Prime Minister Phạm Minh Chính noted that during this visit, Vietnam and South Africa agreed to elevate bilateral relations to a Strategic Partnership. Both sides agreed to strengthen cooperation and investment in key sectors such as agriculture, minerals, clean energy, oil and gas refining, trade, tourism, and people-to-people exchanges.

Recognition of the Overseas Vietnamese Community

Acknowledging and commending the important contributions of Vietnamese communities worldwide, including in South Africa, the Prime Minister emphasized that the Party and State consider overseas Vietnamese as an inseparable part of the nation.

Policies of the Party and State have been concretized to support overseas Vietnamese, ensuring they have legal stability, secure livelihoods, and the ability to integrate into local societies. These policies also encourage overseas Vietnamese to actively contribute to national construction and defense, while facilitating the resolution of their proposals, challenges, and difficulties.

Several policies affecting overseas Vietnamese have been incorporated into Vietnamese laws, including:

Land Law

Identification Law

Real Estate Business Law

Amendments to the Nationality Law

Science and Technology Law

New policies aim to make it easier for overseas Vietnamese to live, work, study, and conduct research in Vietnam, providing opportunities for the community to “shine” and contribute.

Guidance for Vietnamese Embassies and Authorities

The Prime Minister instructed the Ministry of Foreign Affairs, Embassies, and representative agencies to continue protecting citizens abroad with proactivity, creativity, and determination. Staff are encouraged to listen to community feedback, provide 24/7 assistance in emergencies, and actively implement high-level agreements into concrete projects and programs.

Support from South Africa

During meetings, the Prime Minister urged South Africa to continue facilitating overseas Vietnamese, ensuring stability and integration into South African society, including in areas like residency and labor policies.

Message to the Vietnamese Community

Prime Minister Phạm Minh Chính expressed hope that the Vietnamese community in South Africa will continue to grow, stay united, respect local laws, maintain the country’s image, culture, identity, and language, and serve as a bridge between Vietnam and South Africa. He emphasized that each member should support themselves while contributing to national development and bilateral relations whenever possible.
